Special Town Board Meeting held January 26, 2010 at 3:00 P.M. at the Town Hall in Schroon Lake N.Y. Present: Town Supervisor: Cathy Moses Councilpersons: Roger Friedman, Clara Phibbs, Mark Whitney and Meg Wood Town Clerk: Patricia Savarie Also Present: See Attached Supervisor Moses called the meeting to order at 3:02 P.M. with a Pledge to the Flag. RESOLUTION #76 AUTHORIZING THE SUPERVISOR TO SIGN DOCUMENTS RELATING TO PHASE II WASTEWATER TREATMENT PLANT UPGRADE PROJECT
The following resolution was moved by: Councilman Friedman
WHEREAS, the Town of Schroon has received funding to complete Phase II of the Wastewater Treatment Plant Upgrade Project,
NOW, THEREFORE, BE IT RESOLVED that the Supervisor is hereby authorized to sign any and all documents relating to the project in accordance with the terms of all of the ARRA and grant requirements.

Resolution #77 Hiring of Town Court Security Officer Councilman Friedman moved a resolution to hire Paul Mieras for the Town Court Security Officer at the rate of $9.78 and hour. This is an unarmed position related only to security and the uniform and badge are to be worn only in court, seconded by Councilwoman Wood; carried. Resolution #78 Appointment of Youth Commission Chairperson Councilman Friedman moved a resolution to appoint Pat Savarie as Youth Commission Chairperson at $2000.00 annually, seconded by Councilwoman Wood; carried. Horseshoe Pond Dam Supervisor Moses stated that DEC had done an inspection of Horseshoe Pond Dam and indicated that the Town of Schroon owned the dam and wanted the Town to do all improvements to the dam. Supervisor Moses has been researching it and has not found where the Town owns it. The Board will set up a workshop after proof of ownership. Supervisor Moses will send a letter to NYSDEC to have the state forward any and all documentation regarding the Town of Schroon’s ownership of the dam and to keep in mind that we wish to retain use of this dam as a potential back-up water source. Old Sand Pit owned by Orley Swinton Supervisor Moses stated that she had received a letter from Smith and Simon Attorneys at Law regarding the gravel rights granted the Town of Schroon by Orley Swinton in 1960, located on Charlie Hill Rd.. Supervisor Moses asked the Board if the Town has the rights to the gravel pit if they would like to relinquish those rights. The Board suggested to look at the Abstract of Title and bring it back to them at the February 8th meeting. Councilman Whitney moved to adjourn at 3:50 p.m., seconded by Councilwoman Phibbs; carried.
