Town Board Meeting held August 9, 2010 at 7:00 P.M. at the Town Hall in Schroon Lake N.Y.

Present:

Town Supervisor:               Cathy Moses

Councilpersons:                  Roger Friedman, Clara Phibbs, Mark Whitney and Meg Wood

Highway Superintendent:  Dana Shaughnessy

Town Clerk:                       Patricia Savarie

Supervisor Moses called the meeting to order at 7:05 P.M. with a Pledge to the Flag.

Paradox Weir Update

Rick Wakeman was present from C.T. Male for any questions to be answered. Roger Mead prepared some recommendations to the board as follows:

Recommended Path Forward

  • Complete modifications to design document, and provide to DEC, APA, etc. Mead/Moses

  • Determine if the C.T. Male Construction Specifications are acceptable to the Town, and decide if they should be provided to DEC, APA, etc.

  • Complete detailed work instructions acceptable to the Town for constructing the fish weir. Provide to DEC, APA, etc if necessary.

  • Locate suppliers for all materials and any rental equipment – Sand bags, pumps, vinyl liner, etc.

  • Obtain project cost estimate from C. T. Male and assure funding availability. -

  • Resolve all concerns and comments and obtain final agreement on Project with all involved agencies.

  • Construct the Paradox Lake Fish Weir. Town of Schroon will be responsible for all construction activities. Work will be completed primarily by the Highway Department, with small support contracts as needed.

The board would like to thank Roger Mead for all his volunteer work on this project and for saving the tax payers money.

Public Participation

Lester Speiser would like to thank the Board for the wonderful Shakespearean plays that are going on this summer at the Boat House and on the lawn by the Boat House and hopes that we welcome them next year.

Golf Ball Damage

Peter Mars was present to discuss his damage to his truck which was hit by a golf ball at the Golf Course. Pete went to his insurance company to check on his deductible and he had a $100.00 deductible but was a afraid his premiums would go up and is asking the Board to pay for the damages since he was working for the Town at the time. The Board would like more time to think about it

Resolution #159 Approval of Minutes

Councilman Whitney moved a resolution to accept the July 12, 2010 Town Board Meeting minutes with the exception of adding the word “Meeting” in Resolution #148 after the Boat House Roof Bids, seconded by Councilwoman Phibbs; carried. Councilman Friedman moved a resolution to accept the July 29, 2010 Special Town Board minutes, seconded by Councilwoman Phibbs; carried.

Resolution #160 Audit of Claim

Councilman Friedman moved a resolution to accept the bills to be paid as reviewed, seconded by Councilwoman Phibbs; carried.

General $34,821.41 Highway $30,791.86 Sewer $8,993.39 Water $7,832.98

Sewer Project Phase II $23,287.57

September Town Board Meeting Changed

The September Town Board Meeting will be held Thursday,

September 16, 2010 at 6:00 p.m.

Change Order for Wastewater Project

Councilwoman Wood considered change order for Wastewater Project and moved it for discussion, seconded by Councilman Friedman; carried. The Board would like more information and have the change order explained by Jim Dougan at the next Wastewater Progress Meeting held August 12, 2010 at 11:00 a.m.; motion was tabled.

Resolution #161 Go out for Bid on Boat House Roof Replacement

Councilman Friedman moved a resolution to go out to bid on the Boat House Roof Replacement for labor only once we have had an inspection done by a structural engineer , seconded by Councilwoman Phibbs; carried.

Resolution #162 Library Trustee Appointed

Councilman Whitney moved a resolution to accept Kathy Riggins as a member of the Schroon lake Public Library Board of Trustees, seconded unanimously; carried.

Resolution #163 4th of July Financial Report

Councilwoman Phibbs moved a resolution to accept the 4th of July Financial Report with many Thanks to Kate and John Huston for their hard work in raising funds and organizing the parade, seconded by Councilwoman Wood; carried.

Zoning Changes

Councilman Whitney moved to take the Zoning Changes off the table, seconded by Supervisor Moses; carried. The Board would like to get more information from Rich Schoenstadt and the Planning Board before going ahead. Councilman Whitney moved to table it, seconded by Councilwoman Wood; carried.

Public Participation

Rose Marie Ritson would like the Town Board to consider hiring someone to do the Towns Website at budget time and also would like to see the Town of Schroon put in more Handicap Parking spaces at the Boat House.

Councilman Whitney moved to adjourn at 8:46 p.m., seconded by Councilwoman Phibbs; carried.
