Town Board Meeting held July 13, 2009 at 7:00 P.M. at the Town Hall in Schroon Lake N.Y. Present: Town Supervisor: Cathy Moses Councilpersons: Roger Friedman, Ed Haroff and Clara Phibbs and Mark Whitney Highway Superintendent: Dana Shaughnessy Town Clerk: Patricia Savarie Also Present: See Attached Supervisor Moses called the meeting to order at 7:02 P.M. with a Pledge to the Flag. Public Participation Chris Paradis and Craig Maisonville stated that they had contacted Jeff Armstrong to log the south side of the ski tow for tubing. Jeff has agreed to do the job for the wood that is there. Chris Paradis stated that there was about $300. stumpage value to the Town of Schroon and that he would cut the trees down at 5”DVH diameter. Supervisor Moses stated that the Town would need something in writing from Jeff Armstrong. Councilman Friedman stated that there was about 1 acre of trees and brush to cut, 600’ by 75’. There was much discussion by the Board. Resolution #150 Clearing of Trees at Ski Tow for Tubing Councilman Friedman moved a resolution to hire Jeff Armstrong under a Contract of Service to clear the south side of the ski tow 600’ by 75’ with Jeff Armstrong keeping the value of the wood and the Town of Schroon will write up the contract, seconded by Councilman Haroff. ROLL CALL Supervisor Moses Aye Councilman Friedman Aye Councilman Haroff Aye Councilwoman Phibbs Opposed Councilman Whitney Opposed CARRIED Supervisor Moses thanked everyone who helped with the 4th of July events the Town could have not done it without everyone working together to make a great success. Resolution #151 Approval of Minutes Councilman Friedman moved a resolution to accept the May 27, 2009 and the 5:00 P.M. June 8, 2009 minutes, seconded by Councilman Haroff; carried. Councilman Haroff moved a resolution to accept the 7:00 P.M. June 8, 2009 minutes with the exception of Resolution #141 which was not carried. Resolution #142 Roll Call for Councilwoman Phibbs should be changed to opposed rather then abstain. Board Comments under Councilman Friedman should read a proposed letter to Michael Fayette, seconded by Councilman Whitney; carried. Councilman Haroff moved a resolution to accept the June 24, 2009 5:00 P.M. minutes, seconded by Councilman Friedman; carried. Councilwoman Phibbs moved a resolution to accept the June 24, 2009 6:20 P.M. minutes with the exception of striking out the eighteen points and the last sentence in that paragraph, under the title where Supervisor Moses reconvenes, seconded by Councilman Friedman; carried. Resolution #152 Audit of Claim Councilman Haroff moved a resolution to accept the bills to be paid as reviewed, seconded by Councilwoman Phibbs; carried. General $47,535.82 Highway $18,680.94 Sewer $8,725.66 Water $2,681.64 Pier Project $3278.03 Airport Project $5,326.56 Airport Hanger Grant $41.02 Sewer Project Phase II $80.05 Resolution #153 NYSEFC Rural Development Loan Councilman Haroff moved a resolution to accept the Loan payment for the Rural Development Loan refinanced by EFC for $100,000., seconded by Councilman Haroff; carried. Short Term Debt Payment for Wastewater Treatment Plant Councilman Whitney moved to table the short term debt payment for the Wastewater Treatment Plant, seconded by Councilman Friedman; carried. Space Needs Project Supervisor Moses stated that they needed to set a date for the public presentation for the Space Needs Project it will be August 10, 2009 at the Town Hall at 6:00 P.M. Continental Drive Supervisor Moses stated that she would like to set up a workshop with Dave Clark on the issues of Continental Drive. The Board stated that something in writing from Dave Clark would be fine without doing a workshop. Resolution #154 Salary for Board of Assessment Review Councilman Haroff moved a resolution to set the hourly rate of $15.00 an hour to the Board of Assessment Review, seconded by Councilwoman Phibbs; carried. TOWN OF SCHROON RESOLUTION #155 OPPOSING FEE TITLE PURCHASE OF FINCH, PRUYN LANDS WHEREAS: The NYS Executive Branch has shown a desire not to pay taxes on property the state owns, and; WHEREAS: The state owns up to 90% of some Adirondack towns, and; WHEREAS: Lands owned by the state are forever removed from forest products management and wildlife habitat management, and; WHEREAS: The state’s non-payment of full tax assessment will place an overwhelming burden on local residents and government, and; WHEREAS: Property placed under conservation easement keeps lands in private ownership that pays all taxes to the local government, and; WHEREAS: The state’s fee title purchase of the Finch, Pruyn lands would add these lands to the forest preserve, thus removing them from forest product management, and possibly from payment of taxes, and; WHEREAS: Forest preserve restrictions greatly limit use and access of state lands, thus adversely affecting the local economy and tax base; THEREFORE, BE IT RESOLVED: The Town of Schroon opposes the state’s fee title purchase of the Finch, Pruyn lands and their addition to the forest preserve. The Town of Schroon supports state purchase of conservation easements on Finch, Pruyn lands only, thus keeping them in private ownership with continued forest and wildlife management and ongoing outdoor recreational activities. MOVED BY Councilwoman Phibbs SECONDED BY Councilman Friedman CARRIED Resolution #156 Install Fiber Data in Health Center Councilman Whitney moved a resolution to approve to put the Fiber data connection in at the Health Center, seconded by Councilman Friedman; carried. Resolution #157 Airport Hanger Door Councilman Haroff moved to accept the Airport Hanger Door proposal for $22,979. with the Grant paying 90% of the cost, seconded by Councilman Friedman; carried. Paving at Parks Water Building Supervisor Moses stated that David Clark had asked to have paving done at the Parks Water Building. The Board suggested getting several quotes for the job. Survey for Golf Course Supervisor Moses stated that Nathan Armstrong would like to take some trees down at the Golf Course which may boarder Lester McCoy’s property and she suggested that they have a survey done. The Board suggested that they recess at the end of the meeting to look at the tax map for that area. Resolution #158 Sewer Hook Up Councilman Haroff moved a resolution to allow a request from Paul and Cathy Hasbrouck to hook up to the Town Sewer system located at 970 Route 9, seconded by Councilman Friedman; carried. Resolution #159 Zoning/Building Codes Quarterly Report Councilman Whitney moved a resolution to accept the Zoning/Building Codes quarterly report, seconded by Councilman Friedman; carried. Resolution #160 Golf Instructor Councilman Whitney moved a resolution to hire Evan Williams as Golf Instructor for the Youth Commission Program at the Golf Course for a stipend of $120.00, seconded by Councilman Haroff; carried. Resolution #161 Resignation of Library Trustee Councilman Haroff moved a resolution to accept Sara LeClairs resignation, with regret, as a Library Trustee, seconded unanimously; carried. Resolution #162 Appoint Lifeguards Councilman Whitney moved a resolution to appoint the following Lifeguards, seconded by Councilman Haroff; carried.
Resolution #163 Hiring of Town Flower Care Councilman Haroff moved a resolution to hire Donna Smith at a Labors Rate of $9.49 an hour, June Dennett is unable to do the job at this time, seconded by Councilman Friedman; carried. Paradox Lake Dam on Route 74 Supervisor Moses stated that she was trying to get information from the NYSDEC as to who owns the Paradox Lake Dam. The records from the NYSDOT indicates the Town of Schroon owns it. DEC will try to get a better map of it. Supervisor Moses will contact Vic Putman the County Planner on engineering and how to go about getting a grant for the repairs. Resolution #164 Golf Course TV and Satellite Purchase Councilman Whitney moved a resolution to not exceed $1500.00 towards the purchase of a TV and satellite reception and went on record to say that the Revenues at the Golf Course would be up 20% this year, seconded by Councilman Haroff; Councilwoman Phibbs Opposed; carried. Board Comments Councilwoman Phibbs stated she was a little concerned with the purchase of the Airport Hanger Door since it was made in Georgia and wondered how it would hold up in the cold winters in the north. Councilman Friedman stated that there was some great speakers this passed week-end in Schroon Lake, Elizabeth Folwell the creative director from Adirondack magazine, Anne Medcalf, and Amy Godine. Councilman Friedman would like to thank Jack Osbourne and Pat Shaughnessy for fixing the portable amplifier so we have a few more years of use. Public Comment Bill Godlewski would like to be informed as to when the Sewer project will begin and what will be done. Supervisor Moses stated that he could see the Town Clerk at the Town Hall and look at the plans anytime. Larry Phillips stated that he was very pleased and thanked the Town Board for passing the Resolution opposing the Fee Title Purchase of Finch, Pryne Lands. Supervisor Moses moved to recess the meeting at 9:22 P.M. to look at the tax maps for the Golf Course, seconded by Councilman Haroff; carried. Supervisor Moses reconvened the meeting at 9:32 P.M. to discuss the Golf Course Tax Maps. Resolution #165 Survey of Golf Course Councilman Whitney moved a resolution to survey the Golf Course with shooting just the north/south line by the Adirondack Northway, seconded by Councilman Friedman; carried. Councilman Haroff moved to adjourn at 9:42 P.M., seconded by Councilwoman Phibbs; carried. I, Patricia J.
