Special Town Board Meeting held June 24, 2009 at 7:00 P.M. at the Firehouse in Schroon Lake N.Y. Present: Town Supervisor: Cathy Moses Councilpersons: Roger Friedman, Ed Haroff and Clara Phibbs Deputy Town Clerk: Betsi Calhoun Also Present: Larry Shiell, State Police, Fire Chief, Live Entertainment Support, Joan Cunningham (Parade Organizer), Warren County Police and others involved with Parade and Fireworks. Supervisor Moses called the meeting to order at 7:07 P.M. The July 4th Event in Schroon and relating issues. Cathy Moses discussed where fireworks would be shot from. After discussion from Roger Friedman and Larry Shiell, it was decided that the shoot-off point would be on the level ground and beach between the Town Bandstand and the Boathouse, pending a walk through to eye it ( which was Roger Friedman’s suggestion) after the meeting. Supervisor Moses stated that we need to do the fireworks earlier in the evening to make the program family friendly (small children attending). There were many complaints about the late timing last year. We want to have Word of Life move their program a half and hour later so we can begin the fireworks on the tail end of their music program. The Boathouse lights need to be turned off during the fireworks, then TURNED BACK ON as soon as the fireworks end. John Rose has taken care of this in the past. We need to check and make sure this is covered. Supervisor Moses reminded us that the announcement about Fireworks cancellation comes from the Firework people, not the Town or her office Larry Shiell asked when the Town would be hosting fireworks again on our calendar. Cathy Moses told him the next fireworks display would be on Labor Day weekend when we have a Street Dance and fireworks display. Betsi Calhoun asked about having loudspeaker classical band music played (1812 Overture or Sousa Band marches) during fireworks display she thought it would add greatly to the effect. BOATING and SAFETY ISSUES: The Warren Count Sheriff’s Department will launch their Emergency Boat on Schroon Lake at 12:00, according to their representative who was at the meeting. This is crucial. Cathy Moses will call the Essex County Sheriff’s Department about their assistance, as they did not have a representative present. Joan Cunningham: Addressed the critical spots for police at the Town Beach area where the programs are held. There should be no swimmers and no one in or near water after 5:00, as exposed wires and sound systems are being set up by those doing the musical program. MUSICAL ENTERTAINMENT BY BANDS IN TOWN PARK: Musical entertainment by the Town Bandstand will be provided from 11:00 A.M. to 5:00 P.M., as noted in the accompanying schedule of bands provided. The only music other than parade music after this will be the Mini-Concert by the Adirondack Pipes and Drums playing by the fountain. The bands need to cease by 5:00. They will be playing in a covered stage provided by Robbie Lanoue and Co. and will be performing on the tennis court pavement area facing Stewart’s Shoppe. They do need to be able to get into the power box for 220 volt power to power the sound and instrument equipment. Flourescent tape and rubber matting will be used to cover and identify wiring for safety of those attending. PARADE: Joan brought up the sound system at the Community Church used for announcements and music before and during the parade. Clara Phibbs asked about how the parade fuding is coming? It was stated that the funding is down. We have only four bands this year – but all good ones. Joan asked why the SLCS band has not been participating. PARKING ISSUES (boats and cars): We need to have 150 NO PARKING signs to put up on the East side of Main Street, Hoffman Rd, Fowler Ave. and Dock St. We must have all boats out of the docks on the 4th. No boats are to be moored or docked there after 4:00 PM by order of the Town. There needs to be a subsequent PRESS RELEASE stating: “BOAT LAUNCH WILL BE CLOSED AT 4:00 P.M. BY ORDER OF TOWN.” Discussion was made about whether we could also say boats left after 4:00 PM. would be TOWED. Signs need to be made and displayed NOW all around the boating areas in Town. Supervisor Moses thanked everyone and adjourned the meeting at 7:49 PM.
