Special Town Board Meeting held June 8, 2009 at 5:00 P.M. in the Town Hall in Schroon Lake N.Y. Present: Town Supervisor: Catherine Moses Councilpersons: Roger Friedman, Ed Haroff, Clara Phibbs and Mark Whitney Town Clerk: Patricia Savarie Also Present: See Attached Supervisor Moses called the meeting to order at 5:06 with a Pledge to the Flag. Supervisor Moses stated that the reason for the Special Town Board meeting was for the Board and the public to ask questions and discuss ideas with the Architects, Grant writer and the Court and Library staff for the space needs project. Supervisor Moses introduced Sue Davis and Joe Vilardo from S.D. Atelier – Architecture. Sue Davis stated that they were solicited to perform an Architecture and Engineering Feasibility evaluation for the expansion of the present Town Hall Building in the Town of Schroon. Sue stated the objective of this study was to develop a design for expansion of the Town Court, Library and extra meeting rooms. The study also included reviewing the present Town Hall heating and cooling efficiency and operation. The study took six months to complete. Sue stated that throughout the study they met with the Court, Town officials and librarian to see what their needs would be and also a public workshop was done in September to get the communities feedback to the project. There are many safety issues with the current Court Room and with a new design these issues will be addressed. Councilman Haroff had concerns with the windows in the conference room were attorneys and inmates will meet, and he was afraid that the inmates may find a way to escape. Joe Vilardo stated they could put better windows in that area, or possibly have them meet in another room without windows. Garret Dague who is the Associate County Planner from Essex County was present stating that he was looking into Grants for the project. He was looking into funding for a Public Library Grant that is due by September 11, 2009 and stated for the Court Room there is a grant for Shared Services for the Court Systems. If the Town of Schroon shares their Court Room with North Hudson they maybe able to apply for the Grant. Supervisor Moses has put in for stimulus money for the project. The total building expansion is 7,234 square feet, and the total cost is $3,349,126.20. Supervisor Moses stated that the project would not happen without some kind of Grant money, she will not put the burden of this project unto the taxpayers since they are being taxed enough with other projects in the town at this time. Councilman Whitney moved to adjourn at 6:27 P.M., seconded by Councilwoman Phibbs; carried. I, Patricia J.
