Town Board Meeting held May 10, 2010 at 7:00 P.M. at the Town Hall in Schroon Lake N.Y.

Supervisor Moses called the meeting to order at 7:00 P.M. with a Pledge to the Flag.

Supervisor Moses stated that she had a nice thank you from the North Country Life Flight for supporting them. Supervisor Moses would like to thank the Schroon Lake Arts Council for applying for a $500.00 grant and receiving it through the Arts Council for the Northern Adirondacks to fund their Children’s Folk Music Program. Supervisor Moses would also like to thank Lenchen Marnell from the Food Pantry for applying for a $500.00 grant through the Regional Food Bank of Northeastern NY and receiving it.

 

Resolution #122 Approval of Minutes

Councilman Whitney moved to accept the April 12, 2010 Beach Concession Minutes, seconded by Councilman Friedman; carried. Councilman Whitney moved to accept the April 12, 2010 Special Town Board Meeting Minutes held at 6:00 P.M., seconded by Councilman Friedman; carried. Councilman Whitney moved to accept the April 12, 2010 Public Hearing Minutes held at 6:30 P.M., seconded by Councilwoman Wood; carried. Councilman Whitney moved to accept the April 12, 2010 Town Board Meeting Minutes held at 7:00 P.M. with the exception under the Public Participation changing the wording from “The Board suggested” to “It was suggested”, seconded by Councilman Friedman; carried.

 

Resolution #123 Audit of Claim

Councilwoman Wood moved a resolution to accept the bills to be paid as reviewed, seconded by Councilman Friedman; carried.

Resolution #124 Hire Full Time Maintenance Employee

Councilman Whitney moved to hire Patrick Shaughnessy as a full time Parks and Maintenance Employee effective 5-11-2010 at the rate of 12.26 an hour, seconded by Councilwoman Woods; carried.

 

Rental of Tub Grinder

Supervisor Moses stated that she had heard from Anthony Lavigne, Essex County Department of Public Works, and he had one price so far from John Campbell Trucking for $1,400./day. Chris Paradis spoke with Supervisor Moses before the meeting and stated that he could get her information on contractors who will do the grinding for the chips. Councilman Whitney moved to table the discussion until more information could be obtained and thanked Chris Paradis for bringing his information to the Board’s attention, seconded by Councilman Friedman; carried.

 

Resolution #125 Seagle Colony Sign

Councilman Whitney moved a resolution to have Seagle Colony put their sign up on town property at the end of Charlie Hill Road, seconded by Councilman Friedman; carried.

 

Resolution #126 Library Annual Report

Councilman Friedman moved a resolution to accept the Library Annual Report and the Board would like to thank the Library for the great job they are doing, seconded by Councilman Whitney; carried.

 

Resolution #127 Fire District Annual Report

Councilman Whitney moved a resolution to accept the Fire District Annual Report, seconded by Councilman Friedman; carried.

 

Resolution #128 Additional Ranger at Golf Course

Councilman Whitney moved a resolution to have David Valentine added to the Golf Course as a Ranger, seconded by Councilman Friedman; carried.

 

Building Condemnation Update

The Board will take no action at this time until they have a chance to review the Town Ordinance. The Town Attorney needs to look at it and suggest what should be changed and the Board would like to see what other towns are doing. Supervisor Moses will e-mail the Board with samples of what other towns are doing.

 

Resolution #129 Water Credit Resolution

Councilman Friedman moved a resolution to allow a water credit to NYSDOT in the amount of $6,548.00, as for many years, the meter was being read wrong, seconded by Councilwoman Wood; carried.

 

Testing on Groomer Cleats

Supervisor Moses stated that she had received two quotes to analyze the cleats that were on the groomer. The Board feels that they will only need a couple of the tests done - not all of them that were quoted and would like Supervisor Moses to go back to the two companies and ask them for a chemical analysis and a hardness test price - also the price on analyzing the test results.

 

Resolution #130 New Facility Use Request Form

Councilman Whitney moved a resolution to accept the new Facility Use Form, seconded by Councilman Friedman; carried.

 

Resolution #131 Town Justice Budget Request

Councilman Whitney moved a resolution to accept the budget request from the Town Justice for the purchase and installation of a button door release for security reasons. The Board would also like to thank the Town Justice for getting a grant from the State of New York Unified Court System, seconded by Councilwoman Wood; carried.

 

Request for Parking Space on Route 9

Supervisor Moses stated that she had received a letter from DOT stating that they had received a letter from an individual requesting a change in the parking on Route 9 at Leland Avenue. There was much discussion from the Board and they suggested that DOT make the decision and follow safety issues.

 

Resolution #132 2010 Golf Course Agronomic Plan

Councilman Whitney moved a resolution to accept the 2010 Golf Course Agronomic Plan, seconded by Councilman Friedman; carried.

Councilman Whitney moved to adjourn at 8:40 P.M., seconded by Councilwoman Wood; carried.
