Special Town Board Meeting held November 17, 2010 at 8:00 A.M. at the Town Hall in Schroon Lake N.Y. Present: Town Supervisor: Cathy Moses Councilpersons: Roger Friedman, Clara Phibbs, Mark Whitney and Meg Wood Town Clerk: Patricia Savarie Highway Superintendent: Dana Shaughnessy Also Present: Larry Phillips, Laura Donaldson, Mike Bush and Maureen Mosley
Supervisor Moses called the meeting to order at 8:03 A.M. with a Pledge to the Flag. Phase II Inspection for Edele Property Larry Phillips who is knowledgeable in these matters offered to volunteer his time to look over the quotes given to the Town of Schroon for the Phase II Inspection for the Edele Property. Larry’s recommendations would be to go with AES for $14,100.00 and to add a perimeter test to the inspection. Resolution #199 to Rescind Resolution #184 Councilman Friedman moved a resolution to rescind Resolution #184, seconded by Councilwoman Wood; carried Resolution #184 Studies for Phase II Inspection for the Edele Property Councilman Whitney moved a resolution to accept the lowest quote from C.T. Male in the amount of $13,852.00 for the Phase II Inspection Study, seconded by Councilman Friedman; carried. Resolution #200 Phase II Inspection for the Edele Property Councilman Friedman moved a resolution to accept AES to do an on site inspection to the Old Fire House in the amount of $14,100.00. This is for the Phase II Inspection Study and to include the perimeter test and the Board would also like to give a special thanks to Larry Phillips and Finch & Pruyn for volunteering their time, seconded by Councilwoman Wood; carried.
Budget Workshop Recommendations for the 2011 Budget from Supervisor Moses were as follows:
The Board recommended that before summer they need to look at all the organizations that the taxpayers are supporting and request their balance sheet, P&L and cash flow records. All events where we are using Town Employees should be tracked so the Board can see how much overtime it is costing taxpayers - also these organizations should keep track of their volunteer time. Resolution # 201 Employees Stipends Councilman Whitney moved a resolution for 2011 only, to give full-time employees a stipend of $250.00 which is in the budget now and part-time employees $125.00 which will come out of the Contingency Fund, seconded by Councilman Friedman; carried. Roll Call: Supervisor Moses Nay Councilman Friedman Aye Councilwoman Phibbs Aye Councilman Whitney Aye Councilwoman Wood Aye Resolution #202 Changing Health Insurance for Employees Councilman Friedman moved a resolution to change from the current Health Insurance Policy (Excellus BCBS EPO 11) to Excellus BCBS Healthy Blue PPO, seconded by Councilwoman Wood; carried. Resolution #203 Amending Resolution #187 Councilwoman Phibbs moved a resolution to amend Resolution #187 to state that Lance Gould will be moved to Highway at the MEO rate of $17.13 per hour and Richard R. McCray will stay at the Transfer Station at the rate of $10.14 an hour, seconded by Councilwoman Wood; carried. Resolution #204 Appointment of Highway Garage Employees Councilman Whitney moved a resolution to accept Adam Scalise and Chris Savarie to work at the Highway Garage for this season as-needed as laborers at the rate of $9.78 an hour, seconded by Councilwoman Wood; carried. Resolution #205 AES Boathouse Inspection Councilwoman Wood moved a resolution to accept AES to perform a Structural Boathouse Inspection for $800.00, seconded by Councilman Friedman; carried. Resolution #206 Golf Cart Rentals for 2011 Councilman Friedman moved a resolution to accept the 2011 Golf Cart Rental Lease for 20 Carts from May – October with a monthly rate of $1,502.77 , seconded by Councilwoman Wood; carried. Resolution #207 Fund balance Councilman Friedman moved a resolution to reduce Fund Balance from $200,000.00 to $150,000.00 in the 2011 Proposed Budget, seconded by Councilwoman Wood; carried. Roll Call: Supervisor Moses Nay Councilman Friedman Aye Councilwoman Phibbs Aye Councilman Whitney Nay Councilwoman Wood Aye Resolution #208 2011 Budget Councilman Whitney moved a resolution to finalize the 2011 Budget with an increase of $.17 per thousand, seconded by Councilman Friedman; carried. Public Hearing for Local law for Dog Licenses
TOWN OF SCHROON LEGAL NOTICE
Pursuant to the Town Board resolution of November 17, 2010, the Town Board of the Town of Schroon will hold a Public Hearing on proposed Local Law No. 1 - Adopting of the Amendments to Article 7 of the New York State Agriculture and Markets Law by Part T of Chapter 569 of the Laws of 2010. This Local Law pertains to the licensing of dogs, the control and protection of the dog population and the protection of persons, property, domestic animals and deer from dog attack and damage in the Town of Schroon.
The Public Hearing will be held on December 13, 2010 at 6:30 PM in the meeting room of the Town Hall. All citizens, and especially senior citizens, are invited to attend and provide the Board with written or oral comments on the proposed Local Law.
Copies of the proposed Local Law will be on file for review at the Town Clerk's office between 8 AM and 4 PM Monday through Friday.
