Budget Workshop

Recommendations for the 2011 Budget from Supervisor Moses were as follows:

  1. Applying $200,000.00 in the budget for unexpended balance – leaving a year end balance for 2010 at approximately $428,000.00.

  2. Leaving the Arts Council and Chamber at there original amount and decreasing many .4”s (Contractual Expenses) in the General Fund by 5%.

  3. Decrease the Garage Account (A5132.4) in the General Fund by $4,000.00 because the heating bill will be reduced because of the installation of the new wood furnace.

  4. Change the Health Insurance Policy to the new proposed plan, but leave the retirees on the same plan. This should make a huge monetary difference.

  5. The Fund Balance in the Highway Fund at the end of 2010 will be approximately $455,000.00. She has applied $125,000.00 towards the 2011 budget leaving a Fund Balance at the end of this year at approximately $330,000.00.

  6. She left the $250.00 stipend in for the 21 employees although she still does not agree with the Board. By going with the new health insurance, it will already be a $10.00 per pay savings for employees – times 26 pays = equals $260.00. She also does not feel that it is fair to pick out 21 employees to give a raise. If you give one to full-time, you should give half of that ($125.) to part-time employees. They have equally as much value to the operation of our town. She personally holds firm that we all should “hold the line” this year. She will not support a raise for anyone this year and would prefer to take out the stipends.

The Board recommended that before summer they need to look at all the organizations that the taxpayers are supporting and request their balance sheet, P&L and cash flow records. All events where we are using Town Employees should be tracked so the Board can see how much overtime it is costing taxpayers - also these organizations should keep track of their volunteer time.

Resolution # 201 Employees Stipends

Councilman Whitney moved a resolution for 2011 only, to give full-time employees a stipend of $250.00 which is in the budget now and part-time employees $125.00 which will come out of the Contingency Fund, seconded by Councilman Friedman; carried.
