Supervisor Moses called the meeting to order at 6:00 P.M. with a Pledge to the Flag.

Resolution #166 Approval of Minutes

Councilman Whitney moved a resolution to accept the August 9, 2010 minutes, seconded by Councilman Friedman; carried. Councilman Whitney moved a resolution to accept the August 12, 2010 minutes, seconded by Councilman Friedman; carried.

Resolution #167 Audit of Claim

Councilwoman Wood moved a resolution to accept the bills to be paid as reviewed, seconded by Councilman Friedman, Supervisor Moses abstained; carried.

Resolution # 169 For Town Justice to Apply for JCAP Grant

Councilman Friedman moved a resolution to authorize the Town Justice to apply for the 2010 – 2011 Justice Court Assistant Program Grant Application, seconded by Councilwoman Wood; carried.

Resolution #170 Justice Court Audit Review

Councilwoman Wood moved a resolution to accept the Justice Court Audit of Court Records and dockets, seconded by Councilman Friedman, carried.

Resolution #171 Hiring School Crossing Guard

Supervisor Moses moved a resolution to hire Mallory Moses for School Crossing Guard at $8.73 an hour with a six month probation period, seconded by Councilman Friedman; carried.

Resolution #172 Towns Direct Deposit

Councilman Whitney moved a resolution to accept the ACH Originator Agreement and Online Cash Management Service User Agreement for the Town’s Direct Deposits, seconded by Councilman Friedman; carried.

Resolution #173 Advertise to go to Bid for Screened Sand

Councilman Whitney moved a resolution to advertise to go to for Bid for Screened Sand, seconded by Councilman Friedman; carried.

TOWN OF SCHROON LEGAL NOTICE

The Town Board of the Town of Schroon will be accepting bids for screened sand. Bids

will be accepted until 3:00 P.M. on October 19, 2010 at the Town Hall, 15 Leland

Avenue, Schroon Lake, N.Y. 12870 at which time they will be publicly opened.

Specifications are available with the Town Clerk. The Town Board reserves

the right to accept and /or reject all bids.

Resolution #174 Advertise to go to Bid for Bti

Councilman Friedman moved a resolution to advertise to go to Bid for

the Bti Program for a one year contract and a three year contract, seconded by

Councilwoman Wood; carried.

TOWN OF SCHROON LEGAL NOTICE

The Town of Schroon will be Accepting bids for Black Fly Control with the

Bti (Bacilius Thuringiensis insraelensis) For two proposals of a 1 year

contract and a 3 year contract. Please bid it both ways. Specifications will

be available at the Town Hall from the Town Clerk. Bids should be

submitted to the Town of Schroon, P.O. Box 578, Schroon Lake N.Y. 12870 on or before October 19, 2010 3:15 P.M. The Town Board reserves the right to accept and /or reject any or all bids.

Resolution #175 Software for Town Clerk Licensing System

Three Quotes were received for the Town Clerks’ Licensing System.

BAS $980.00, Williamson Law Book Company $1050.00 and Edmunds $3,000.00. BAS was the lowest quote and used by most of the Town Clerks in New York State. Supervisor Moses will see if BAS will come down a bit since Don Sage has their program also. Councilman Whitney moved a resolution to purchase BAS software for the Town Clerks’ Licensing System, seconded by Councilman Friedman; carried.

Paradox Weir Update

Paradox Lake Fish Weir Status – September 16, 2010

Situation

A final design document has been provided to the appropriate agencies, and we are responding to their questions and requests. The rebar detail and timber channel design requested by DEC are on a single drawing provided to the Town today (9/16/10). This drawing is too large to e-mail, and a hard copy will be sent to DEC. Questions by the APA related to spillway elevation and dam thickness have been answered, and we are awaiting confirmation that all questions have been answered.

The water level in Paradox creek is unusually low, and this fall is an ideal time to construct the fish weir. A letter has been sent to the DEC Fisheries Department requesting approval to be able to work in the creek through October. Work in the creek after September is prohibited unless an exception is specifically approved.

Recommended Path Forward

Resolve all concerns and comments and obtain final agreement on Project with all involved agencies.

Locate suppliers for all materials and any rental equipment – Sand bags, pumps, vinyl liner, etc.

Obtain project cost estimate from C.T. Male and assure funding availability.

Construct the Paradox Lake Fish Weir. Town of Schroon will be responsible for all construction activities. Work will be completed primarily by the Highway Department, with small support contracts as needed.

Provide an AS-Built drawing of the completed dam to DEC.

Resolution #176 Part Time Golf Course Employee

Councilman Whitney moved a resolution to hire Anthony Vanderwalker as a part time, as needed employee for the Golf Course until it closes this fall, at a rate of $8.73 an hour, seconded by Councilwoman Wood; carried.

Resolution #177 Lifeguard Report

Councilman Friedman moved a resolution to accept the Lifeguard Report, seconded by Councilman Whitney; carried.

Resolution #178 Park District Minutes

Councilman Friedman moved a resolution to accept the Park District Minutes, seconded by Councilwoman Wood; carried.

Resolution #179 Youth Commission Minutes

Councilman Friedman moved a resolution to accept the Youth Commission Minutes, seconded by Councilwoman Wood; carried.

Resolution #180 Accolades to all the Ambulance Squad / Fire Dept. Volunteers

Accolades to all our Ambulance Squad / Fire Department Volunteers we are very proud of you all!

Executive Session

Councilman Friedman moved to go into Executive Session at 8:00 p.m. to discuss Proposed Property Acquisition and Employment Situation, seconded by Councilwoman Wood; carried. Councilman Friedman moved to come out of Executive Session at 8:26 p.m., seconded by Councilwoman Wood; carried.

Resolution #181 Raymond Planty Duties

Councilman Friedman moved a resolution to have Raymond Planty removed from the transitional duty program and be reassigned and paid as a laborer at $10.95 an hour at the Golf Course and Highway Department as recommended by Public Sector, seconded by Councilman Whitney; carried.

Resolution #182 Thank-You to all who built the Veterans Memorial

Councilman Whitney moved a resolution to thank Louis Surprenant’s crew and Dana Shaughnessy’s crew for all the hard work they put into building the Veterans’ Memorial. Everyone is very pleased with how it came out and would like to see the center flag pole moved to replace the Mantha Memorial Flag Pole and purchase a taller pole for the center of the Veterans Memorial, seconded unanimously, carried.

Resolution #183 Quotes for Phase II Study for Proposed Property Acquisition

Councilman Whitney moved a resolution to authorize Supervisor Moses to obtain three quotes for the Phase II study on the proposed property acquisition, seconded by Councilman Whitney; carried.

Councilwoman Wood moved to adjourn at 8:35 p.m., seconded by Councilman Whitney; carried.
