Special Town Board Meeting held January 29, 2010 at 10:00 A.M. at the Town Hall in Schroon Lake N.Y.

Also Present: Jim Dougan, Glen Porter, Jim Roblee, Paul Davidson, Carl Ross, Roy Cutting, Larry Best and Carla Leubner.
Supervisor Moses called the meeting to order at 10:02 A.M. with a Pledge to the Flag.
Jim Dougan the Project Manager from AES Northeast was present to go over the Pre-Construction Meeting of the Phase II Waste Water Treatment Plant. Jim stated that safety would come first with all the contractors. Contractors were reminded that it is their responsibility to maintain their own hazard communication and safety program to ensure the safety of his workers and all others entering the project site. Starting date will be middle to the end of February and contractor’s hours will be 7:00a.m. To 3:30 p.m. with completion by December 31, 2010. The project is being funded by three sources, NYSEFC, USDA RD, and the NYS OCR there are certain requirements the contractor is required to do, they must buy American and must provide a Buy American Certificate with each and every submittal. The project will require certified payrolls, construction photos, updated progress schedules and will do spot interviews with employees and subcontractors also. All contractors must submit a change order to AES. A change order will be issued for any item that changes the amount of time for the project or the cost of the project. Submittals will be done electronically and must have a AES cover sheet attached. AES will require four payment applications with all original signatures and must be submitted by the first Thursday of the month. Prior to the first payment, the contractor should submit a list of subcontractors and suppliers submit an ARRA certificate and a project schedule. Project Signs must be installed by Contractors prior to the first payment. Carla Leubner from NYS Environmental Facilities Corporation for the Minority and Womens Business Enterprise spoke to the contractors and wanted to see that they try to hire at least 6% Minority and 6% Women. DEC will provide permits because of being so close to Rogers Brook and Olden Drive wetlands. Contractors will post them on site and DEC will allow us to drop the Roger Brooks dam as slowly as possible through July and August when water levels are low. Contractors will need to have an area for waste to be dumped. Staging areas will be Horseshoe Pond Road, Dock Street and Rogers Brook. Contractors will need to secure their construction supplies by marking, fencing and putting up cones. The Dock Street area will hopefully be done by the 4th of July, Horseshoe Pond Road by Labor Day and Olden Drive as soon as weather permits. Jim Roblee and Chris Stone will send out letters to all Water and Sewer customers to explain the construction of the Phase II Project. Disruption will just be for a few minutes at a time and individual homes that will be disrupted will be notified. The field office will be located at the Schroon Lake Sewer Plant. AES will have Bi-weekly meetings once construction starts at approximately 8:00 a.m. All copies of paperwork were signed at 11:08 a.m.
