Town Board Meeting held August 10, 2009 at 7:00 P.M. at the Town Hall in Schroon Lake N.Y. Present: Town Supervisor: Cathy Moses Councilpersons: Roger Friedman, Ed Haroff and Clara Phibbs and Mark Whitney Highway Superintendent: Dana Shaughnessy Town Clerk: Patricia Savarie Also Present: See Attached Supervisor Moses called the meeting to order at 7:20 P.M. with a Pledge to the Flag. Project Sunlight Assistant Attorney General Glen Michaels out of the Plattsburgh Regional Office spoke to the Board and the public about a website, Project Sunshine www.sunlightny.org. Mr. Michaels stated that their goal was to promote your right to know and monitor government decision-making. Project Sunlight allows you to research any bill, learn more about Lobbyists, follow your tax dollars, retrieve campaign finance records, and monitor charitable contributions. The website is the first of its kind and is comprehensive database offering information that until now has been scattered and difficult to retrieve. The website also offers educational videos about New York State Government, a comprehensive glossary explaining government terminology, and useful links to external resources. In closing Mr. Michaels stated that knowledge is power and encouraged everyone to learn more about how their Government works. Supervisor Moses stated that they would break for a few minutes and reconvene at 7:35 P.M. Affordable Reclassification Housing Councilman Whitney moved a resolution to have the proposed study needed to support the APA Map Amendment, to have Mr. Slaterpryce and Mr. Stapley pay for the study, and that the Town of Schroon Town Board would support the reclassification to see that area rezoned, seconded by Supervisor Moses. ROLL CALL: Supervisor Moses Aye Councilwoman Phibbs Nay Councilman Whitney Aye Councilman Friedman Nay Councilman Haroff Nay Resolution was not adopted. Resolution #166 to Rescind Resolution #142 Councilman Friedman moved a resolution to rescind Resolution #142. He proposed a new resolution stating that the proposed study needed to support the APA Map Amendment and will be paid by three parties: Mr. Slaterpryce, Mr. Stapley and the Town of Schroon. The Town of Schroon will obtain their funding from UDAG/CDBG Revolving Loan Fund to pay their portion. The Town of Schroon will support the reclassification to rezone that area and that subject to an agreement signed by all three parties, 20% of all future lots will be for affordable housing, seconded by Councilman Haroff. ROLL CALL: Supervisor Moses Aye With qualification that the Town Attorney looks at all of this information and approves it. Councilman Friedman Aye Councilman Haroff Aye Councilwoman Phibbs Opposed Councilman Whitney Objected on the grounds that he feels that this is not legal because not all parties are at the meeting ( Mr. Slaterpryce absent) and he feels that there is a conflict of interest with one or more Board members working as Real Estate Brokers. Resolution #166 Carried Resolution #167 Approval of Minutes Councilman Haroff moved a resolution to accept the July 14, 2009 minutes, seconded by Councilman Friedman; carried. Resolution #168 Audit of Claim Councilman Haroff moved a resolution to accept the bills to be paid as reviewed, seconded by Councilman Friedman; carried. General $46,714.76 Highway $83,599.28 Sewer $11,823.66 Water $3,235.40 Airport Hanger $6,679.16 Airport Project $27.65 Sewer Project II $11,013.85 Announce Additional Wastewater Grant Supervisor Moses stated that the Town of Schroon had received a $300,000. Grant from Rural Development for Phase II of the Sewer Project. Consider Awning for Scale at Transfer Station Supervisor Moses stated that the Transfer Station scales need to be protected from the elements and suggested that they build an awning over it. Consider Salary Increase for Parks Employee Supervisor Moses stated that Patrick Shaughnessy was asking for an increase since he was in charge of Parks while Lance Gould was out on Workman’s Compensation. The Board stated that Supervisor Moses should ask AMTEK what the pay scale should be. Consider Full-Time Employee for Highway Department Dana Shaughnessy stated that he would like to hire another man at the Highway Department since there is so much work to be done and he will be down three men this winter. At this time he has six full time men and would like to go to seven full time men. Dana would like to hire Donnie Fish at the HEO rate of $13.33 an hour. Supervisor Moses stated that they would go into Executive Session later in the evening. Resolution #169 Award Airport Tree Removal Councilman Haroff moved a resolution to accept the low bid on the Obstruction Removal of Trees at the Airport. The bid is awarded to Riznick Construction Corp. in the amount of $49,440.00, seconded by Councilman Friedman; carried. Resolution #170 Resignation of Library Trustee Councilman Whitney moved a resolution with regret to accept Jane Claus resignation as a Library Trustee, seconded by Councilman Friedman; carried. Resolution #171 Street Dance Funding Councilman Whitney moved a resolution to obtain their funding from the contingency fund to pay for the Street Dance Band and advertising up to, but not exceeding, $3,000.00, seconded by Councilman Friedman; carried. Resolution #172 Audit of Court Records Councilman Haroff moved a resolution to approve the audit of Court Records and dockets, seconded by Councilwoman Phibbs; carried. Resolution #173 Town Road Names for 911 Councilman Haroff moved a resolution to name 911 Roads as followed, seconded by Councilwoman Phibbs; carried.
Board Comments Councilwoman Phibbs asked Supervisor Moses if there had been any revenue at the Airport, she stated she thought about $50.00. Councilman Whitney asked the Board how much they thought the awning would cost at the Transfer Station and to have Supervisor Moses go ahead and have it built Councilman Whitney stated that they had already had received revenue at 45% for golf clubs rental this season and felt they would pay for themselves this year. The revenue at the Golf Course has already exceeded last years total figures. Councilman Whitney also wanted to know about the home at Bakers Hill that had burnt down and stated that the town was loosing a lot of water at that site since there has been a leak in the waterline. Supervisor Moses stated that the break is on private property and that the Water Superintendent is working with the property owner. Dana Shaughnessy stated that the paving was complete for the year. Anyone needing fill in the area that they are doing ditching in can see him for a form and they can give private owners fill. Councilman Friedman stated that the dog signs in the park need to be a lot clearer and when an event is going we need to cover the signs welcoming dogs. The Town Boat Launch docks need to have stenciling done on them stating that the area is for Boat Retrieval Only. Public Participation Jay Phibbs stated that there had been a lot of kayakers launching their boats at the Petty Bridge and wanted to know if that was town property. Supervisor Moses stated that she thought it belonged to Danny Welch but would look into it. Executive Session Councilman Haroff moved to go into Executive Session at 9:05 P.M. to discuss medical employment issues, seconded by Councilwoman Phibbs; carried. Councilman Friedman moved to come out of Executive Session at 9:21 P.M., seconded by Councilman Whitney; carried. Resolution #174 Hiring of Full Time Highway Employee Councilman Whitney moved a resolution to hire Don Fish full time at the Highway Garage at the rate of HEO $13.33 hourly , seconded by Councilman Friedman; carried. Councilman Whitney moved to adjourn at 9:30 P.M., seconded by Councilwoman Phibbs; carried. I, Patricia J.
