Town Board Meeting December 8, 2008 at 7:00 P.M. held at the Town Hall in Schroon Lake N.Y.

The meeting was called to order at 7:03 P.M. with the Pledge to the Flag.

Resolution #231 Approval of Minutes

Councilman Friedman moved a resolution to accept the November 6, 2008 minutes, seconded by Councilman Marnell; carried.

Councilman Marnell moved a resolution to accept the November 6, 2008 Budget Public Hearing Minutes, seconded by Councilman Whitney; carried.

Resolution #232 Budget Transfer

Councilman Marnell moved a resolution to do a Budget Transfer for Highway Funds to cover cost of Excavator for $11,629.91, seconded by Councilman Friedman; carried.

Resolution #233 Budget Amendment for Dump Truck

Councilman Marnell moved a resolution to do a Budget Amendment to increase appropriations DA-960 from appropriated fund balance DA599 to account for the cost of the down payment on the 2009 6x4 Dump Truck with Plow and equipment, seconded by Councilman Friedman; carried.

Resolution #234 Budget Amendment for Excavator

Councilman Marnell moved a resolution to do a Budget Amendment to increase appropriations DA-960 from appropriated fund balance DA-599 to account for additional expenses in Highway Machinery Equipment for the Excavator KX080-3 serial # 11625 including the cost of the warranty.

Ski Tow

Harold Karaka stated that the best conclusion for the Ski Tow is to buy a generator rather than put electric in. Southworth Milton will give us 90% of our rental money towards the purchase of a generator. The Board asked Supervisor Moses to check into how many years they will go back on the rental at 90% towards the purchase. Councilman Whitney moved to set up a Workshop for the Ski Tow on December 29, 2008 at 6:00 P.M. at the Town Hall. Chris Paradis stated that he and Craig Maisonville would volunteer to groom the ski hill and said they may have a generator they can get for very little. Supervisor Moses stated that the generator must meet specifications for the Ski Tow and that Harold Karaka could help them out with that.

Resolution #235 Cash Management Resolution

Councilman Marnell moved a resolution to accept the Cash Management Resolution from Glens Falls National Bank, seconded by Councilman Friedman; carried.

Resolution # 236 Appointment of Golf Course Employee to Highway

Councilman Marnell moved a resolution to accept James Armstrong as a Laborer to the Highway Garage at the rate of $9.21 an hour going to $9.49 an hour after the first of the year with full time benefits, seconded by Councilman Friedman; carried.

Resolution # 237 Re-Appointing Seasonal Employees

Councilman Friedman moved a resolution to accept Lance Gould, Raymond Planty and Wayne Welch to the Highway Garage as Seasonal Employees, seconded by Councilman Whitney; carried.

Resolution #238 Advertise to go to Bid for Screened Sand and Fuel

Councilman Marnell moved a resolution to advertise to go to bid for Screened Sand and Fuel with Bids being open at 3:00 P.M. on January 5, 2009, seconded by Councilman Friedman; carried.

Year End Board Meeting to be held December 29, 2008 at 7:00 P.M. Town Hall

Organizational Meeting to be held January 5, 2009 at 6:00 P.M. Town Hall

NYSERDA Audit

Supervisor Moses stated that there is grant money out there to have an Energy Audit done to see where the Town of Schroon could save money. The Board suggested to have the Supervisor gets a price on how much it would cost to do a NYSERDA Audit and get back to them.

Resolution #239 Programmable Thermostats

Councilwoman Phibbs moved a resolution to go ahead and put programmable thermostats in the Town Hall at the cost of $225.00, seconded by Councilman Whitney; carried.

Resolution #240 Resignation of Dog Control Officer

Councilman Marnell moved a resolution accepting the resignation of Mark Lebel as Dog Control Officer and the Town of Schroon will go back to one Dog Control Officer so there is no need to replace him, seconded by Councilwoman Phibbs; carried.

RESOLUTION # 241

URGING SENATOR LITTLE AND ASSEMBLYWOMAN

SAYWARD TO MAINTAIN CURRENT LEVELS FOR CHIPS FUNDING IN THE 2009-2010 STATE BUDGET- HIGHWAY DEPARTMENT

 

WHEREAS, Senator Thomas Libous is promoting an effort to maintain current levels of CHIPS funding in the upcoming state budget; and

WHEREAS, The Town of Schroon , is being hit with substantial increases in fuel, salt, asphalt, and other materials utilized by the Highway Department; and

WHEREAS, those increases are placing severe strain on limited funds available for needed highway construction, maintenance and repair activities; and

WHEREAS, decreases in the CHIPS program will require the County and municipalities within Essex County to forego needed highway improvements and ultimately result in increased safety concerns for the traveling public; now, therefore,

BE IT RESOLVED, upon the recommendation of the Town Board of the Town of Schroon, at its meeting on December 8, 2008, the Town of Schroon herby urges Senator Betty Little and Assemblywoman Teresa Sayward to join Senator Libous to maintain the integrity of the CHIPS Program and the current funding levels as established in the 2008-2009 State Budget.

Councilman Friedman moved a resolution to approve Northstar to do the 4th of July Fireworks at the rate of $7500.00, seconded by Councilwoman Phibbs; carried.

Resolution #243 Amend date for RFP Affordable Housing Resolution

Councilman Friedman moved a resolution to amend the RFP date from January 31, 2009 to February 27,2009 for Affordable Housing Resolution, seconded by Councilman Marnell, opposed by Councilwoman Phibbs; carried.

Resolution #244 Town of Schroon urging the State to complete the Campground at Scaroon Manor Moved and Seconded Unanimously

TOWN OF SCHROON

URGING THE STATE TO COMPLETE THE CAMPGROUND

AT SCAROON MANOR

WHEREAS, most long time residents of the Towns of Chester, Horicon and Schroon remember how Scaroon Manor had been the largest economic enterprise in this region and since its closure in the 1960’s, have watched the area’s economy decline; and

WHEREAS, In 1969 the State’s plan for Scaroon Manor included: 11 parking areas accommodating up to 1200 cars, 10 picnic areas, a par-three nine-hole golf course, practice greens, clubhouse with a terrace, ski slope, sledding hill, 3 athletic fields, 200,000 square foot beach, 3 fishing piers, boat launch, boat dock, 3 playgrounds, 2 basketball courts, 4 tennis courts, toboggan track, restaurant with dining terrace, ice skating rink, 4 volleyball courts, 3 playgrounds, and a 500 seat amphitheater; and

WHEREAS, for over 35 years the “broken promises” concerning Scaroon Manor have embittered the local residents in which this property was left uncared for except for occasional mowing and unregulated camping; and

WHEREAS, finally in 2002 a “watered down” Unit Management Plan for the Scaroon Manor was approved by the Adirondack Park Agency calling for a campground, beach and picnic area on the Scaroon Manor site and several wilderness camping sites on the former Camp Cayuga property; and

WHEREAS, for the past 2 seasons the Scaroon Manor property has been open for day-use activities with paid staff but with limited use; and

WHEREAS, while the 3 Towns on Schroon Lake have waited for the campground at Scaroon Manor to be opened in order for it to generate revenue for the State and more importantly for the local businesses, it now appears that completion of the campground has been put on hold.

NOW, THEREFORE, BE IT RESOLVED that the Town Board of the Town of Schroon, urges the State of New York and the Department of Environmental Conservation to complete the campground phase at Scaroon Manor. To date huge sums of money have been put into this site with little revenue to boast of. Completion of this campground will almost immediately begin to generate considerable income for the State and the area. It is about time we see a return on the State’s investment!

LET IT BE FURTHER RESOLVED that this resolution be forwarded to Governor David Paterson, Congresswoman Kirsten Gillibrand, Assembly Majority Leader Sheldon Silver, Senator Dean Skelos, Assembly Minority Leader James Tedisco, Senator Elizabeth Little, Assemblywoman Teresa Sayward, Commissioner of the NY DEC Alexander “Pete” Grannis, The Association of Towns and Villages, The Adirondack Association of Towns and Villages, U.S. Senator Charles Schumer and U.S. Senator Hillary Clinton.

Public Participation

Laurie Bruce stated that she did not understand the new line up for Cable channels and would like to see more New York channels put on rather then Vermont channels. Laurie would also like to use Don Sage’s truck when she needs to take a dog to Ticonderoga and to purchase a new cage for transporting.

Councilwoman Phibbs moved to adjourn at 8:20 P.M., seconded by Councilman Whitney; carried.
