Town Board Meeting held February. 11, 2008, at 6:00 P.M., 6:30P.M. and 7:00 P.M. at the Town Hall, Schroon Lake, N.Y.

6:00 P.M. – PUBLIC HEARING
The Public Hearing was called to order at 6:01 P.M. Cheri Indelicato said the Public Hearing was to
amend the Zoning Board of Appeals Ordinance to add an alternate to the board members. It was voted
on to be brought for a Public Hearing published in the Times of Ti, Jan.19th 2008. Councilman Friedman
moved a resolution to dispense with the reading of the Public Hearing notice, seconded by Councilwoman
Phibbs: carried.
There were some comments on the hearing and Cheri Indelicato answered any questions to the public and
the board. Supervisor Moses declared the hearing closed at 6:14 P.M.
6:30 P.M. – PUBLIC HEARING
The Public Hearing was called to order at 6:30 P.M. Cheri Indelicato said the Public Hearing was to
amend the Dog Ordinance prohibiting dogs from entering onto property owned by the Town of
Schroon during events sponsored by the Town of Schroon. It was voted on to be brought for a Public
Hearing published in the Times of Ti, Jan. 19th 2008. Councilman Whitney moved a resolution to
dispense with the reading of the Public Hearing notice, seconded by Councilman Friedman ; carried.
There was no public comment at the hearing. Supervisor Moses declared the hearing closed at 6:42 P.M.
7:00 P.M. REGULAR BOARD MEETING
PUBLIC PARTICIPATION
When the meeting was called to order Helen Wildman read a letter to the board that was later handed out
to the board members to keep. She was upset that the board had not yet come to a decision on the
purchase of the hanger at the airport and would like some kind of answer by the end of Feb.
Supervisor Moses announced there would be a meeting with the Library on Feb. 28th at 5:00P.M. with
guest speaker Ron Barrows.
Councilman Friedman moved a resolution to accept the minutes for Dec. 27, 2007, 7:00 P.M. meeting as
amended, seconded by Councilwoman Phibbs: carried. Councilman Whitney moved a resolution to accept
the minutes for Jan. 3, 2008, 4:30 P.M. meeting as amended, seconded by Councilman Friedman; carried.
Councilman Friedman moved a resolution to accept the minutes for Jan. 3 2008, 7:00 P.M. meeting as
amended, seconded by Councilman Whitney; carried. Councilman Whitney moved a resolution to accept
the minutes for Jan.10, 2008, 3:00P.M.meeting as amended, seconded by Councilman Friedman; carried.
Councilman Marnell moved a resolution to accept the minutes for Jan. 15 2008, 1:00 P.M. meeting as
amended, seconded by Councilwoman Phibbs; carried. Councilwoman Phibbs moved a resolution to
accept the minutes for Jan. 31,2008, 1:30 P.M. meeting as amended, seconded by Councilman Marnell;
carried.
Councilman Marnell moved a resolution to pay all bills as reviewed, seconded by Councilman
Friedman;Carried. Councilwoman Phibbs abstained on the H&K bills.
Councilwoman Phibbs moved a resolution to accept budget transfers and amendments as reviewed,
seconded by Councilman Friedman; carried.
Councilman Whitney moved a resolution to run a Sticker Campaign in Schroon Lake under the direction
of Pastor Peterson to raise awareness in the community, that providing alcohol for minors is illegal and
carries strict penalties, unanimously; carried.
Councilman Marnell moved a resolution to amend the previous resolution for the highway dump truck
sale from $3500. to $3000., seconded by Councilman Friedman; carried.
Supervisor Moses informed the board she would like to advertise for a Golf Course Superintendent The
board would like to see the following in the ad. Wage and salaried range depending on experience,
seasonal position and pesticide license.
Councilman Marnell moved a resolution to hire Lance Gould as Park Maintenance person at the rate of
$16.15 an hour seconded by Councilman Friedman; carried.
Supervisor Moses was given a Board directive to get I.D. from Essex Co. for the Dog Control Officers
to wear when going on Dog Control calls.
Councilman Marnell moved a resolution to purchase a John Deere sidewalk plow out of fund balance for
$21,000. under state contract to be used at the Town Garage and the Golf Course, half to come from
Highway and half to come from Golf Course seconded by Councilman Whitney; carried.
Supervisor Moses informed the board that testing will have to be continued at Landfill and would like to
know if the Board would like to continue having testing done by Jim Scerra, who did it previously ,this is
a D.E.C. requirement.The Board wanted the Supervisor to request quotes.
Councilman Friedman moved a resolution to declare the Water Truck surplus and to advertise it around
town and on the web site as well as the paper at the cost of $14000. or best offer as is , seconded by
Councilman Marnell; carried.
Supervisor Moses would like to form a committee to look at how we can be energy efficient in all
Departments and contact National Grid for their input also.
Councilman Whitney moved a resolution to accept the Golf Course Report, seconded by Councilman
Friedman; carried.
Councilman Marnell moved a resolution to accept the Judges Annual Report, seconded by
Councilwoman Phibbs and Councilman Whitney; carried. The Judge and Clerk were praised for the
wonderful job that they do.
Councilman Friedman moved a resolution to consider Nancy Dowling as a Zoning Board member,
seconded by Councilman Whitney; unanimously carried.
Councilwoman Phibbs moved a resolution to accept the Dog Control Report, seconded by Councilman
Whitney; carried.
Councilman Friedman moved a resolution to accept the proposed Zoning Board Amendment, seconded by
Councilman Whitney; carried.
Councilman Friedman moved a resolution to accept the Dog Ordinance Amendment, seconded by
Councilman Marnell; carried.
Councilman Whitney moved a resolution to hold a Public Hearing to consider amending the local law
authorizing a Senior Citizens exemption to increase the maximum income eligibility level from $22,000.
to $25,000. as permitted by Real Property Tax Law Section 467,seconded by Councilman Friedman;
carried. The meeting will be held on Thursday February 21, 2008 at 6:00 P.M. to be considered for
adoption at a Special Town Board meeting following at 6:30 P.M.
Councilman Friedman moved a resolution to be a sponsor participant in the Adirondack Park Regional
Assessment Project as requested by A.A.T.V. at a fee of $400. to get the process started, seconded by
Councilman Whitney; carried.
Supervisor Moses would like to set up a Cell Towers and the Town Zoning Ordinance Workshop for
Feb. 21, 2008 at 6:30 P.M.
Councilman Marnell moved a resolution to purchase a Code Enforcement truck at $14,412.00 plus
D.A.S. under State Contract, seconded by Councilman Friedman; carried.
Councilman Marnell moved a resolution to authorize the County Snow and Ice Contract, seconded by
Councilman Friedman; carried.
Councilman Whitney moved a resolution to authorize Beach and Golf Course Concession Contract as
discussed, seconded by Councilman Friedman; carried. Councilman Marnell was opposed.
Councilman Friedman moved a resolution to purchase an 8x8 swim float from Harbor Masters for
$4,999.seconded by Councilman Whitney; carried.
Councilman Marnell moved a resolution to declare the Fairway Mower surplus and to take the best
offer, seconded by Councilman Friedman with the exception to see if the school could use it; carried.
Councilman Friedman moved a resolution to supporting a snowmobile trail mileage count based on
what existed just before the implementation of the Adirondack Park, seconded by Councilman Marnell;
unanimously carried.
PUBLIC COMMENT
Councilman Friedman stated he would like to see the Town of Schroon organize a committee to put
together a news letter from Schroon Lake.
Councilman Marnell moved to adjourn to go into Executive Session at 10:03 P.M., seconded by
Councilman Friedman; carried.
Councilman Friedman moved to come out of Executive Session at 10:14 P.M., seconded by Councilman
Whitney; carried.
Councilwoman Phibbs made a motion to adjourn at 10:15 P.M., seconded by Councilman Whitney;
carried.
