Town Board Meeting held March 2, 2009 at 5:00 P.M. at the Town Hall in Schroon Lake N.Y. Present: Town Supervisor: Cathy Moses Councilpersons: Roger Friedman, Clara Phibbs, Mark Whitney and (Ed Haroff was excused) Town Clerk: Patricia Savarie Also Present: See attached Supervisor Moses called the meeting to order at 5:00 P.M. with a Pledge to the Flag. Resolution #80 Approval of Minutes Councilman Friedman moved a resolution to accept the January 26, 2009 minutes, seconded by Councilwoman Phibbs; carried. Councilman Whitney moved a resolution to accept the February 23, 2009 minutes with the exception of some grammar errors in the Cold War Exemption Resolution, seconded by Councilman Friedman; carried. Resolution #81 Audit of Claim Councilman Whitney moved a resolution to accept the bills to be paid as reviewed, seconded by Councilman Friedman; carried. General $117,732.81 Highway $38,416.82 Sewer $11,484.36 Water $5,933.39 Wastewater Project $2,550.00 Resolution #82 Budget Transfer Councilman Whitney moved a resolution to accept the Budget Transfers for year ending 2008, seconded by Councilman Friedman; carried. Campsite Closures Councilman Friedman moved to table the resolution asking the Governor and the State Legislature not to close Sharp Bridge Campsite in the Town of North Hudson and Poko-Moonshine Campground in the Town of Chesterfield until there is more information on how many people are utilizing the two Campgrounds, seconded by Councilman Whitney; carried. Meg Woods was present and stated that the Campgrounds would not be closed, they just are not opening for the 2009 summer season. Resolution #83 Surplus Library Copy Machine Councilman Friedman moved a resolution to have the Library copy machine declared surplus, seconded by Councilman Whitney; carried. Resolution #84 Resignation of Library Trustee The Board moved a resolution unanimously to accept Fran Provoncha’s resignation from the Library Trustee with great regret and seconded unanimously; carried. Resolution #85 Park District Minutes Councilman Friedman moved a resolution to accept the Park District minutes, seconded by Councilwoman Phibbs; carried. Resolution #86 Supporting Aquatic Native Species Legislation Councilman Whitney moved a resolution to support Assemblywoman Sayward’s Aquatic Native Species Legislation, seconded by Councilman Friedman; carried. The purpose of the bill is to prevent the introduction and spread of aquatic invasive species into the waters of the state of New York; and to preserve aquatic native species populations, bioderversity and aquatic recreational activities in the state of New York. Aquatic invasion plants and animals species create a risk to New York State’s environment and economy. The bill has the requisite penalties so that boaters will have more incentive to be careful about how they manage their vehicles and watercraft. Resolution #87 Revolving Loan Fund Committee Councilman Friedman moved a resolution to appoint Roger Sachleben to the Revolving Loan Committee replacing Clifford Rogers, seconded by Councilman Whitney; carried. Resolution #88 Adirondack Tobacco Free Network Councilman Whitney moved a resolution to adopt a “No Thanks Big Tobacco Policy” which the Town of Schroon asks event planners to reject tobacco company sponsorship as a means to fund events and to prohibit tobacco advertising and promotion at events, seconded by Councilman Friedman; carried. Resolution #89 Go to Bid for Beach Concession Councilwoman Phibbs moved a resolution to go to bid for the 2009 Beach Concession Stand and to advertise it, seconded by Councilman Friedman; carried. Resolution #90 Advertise for Golf Course Club House Manager Councilman Friedman moved a resolution to advertise for Club House Manager for the 2009 season, seconded by Councilman Whitney; carried. Resolution #91 Advertise for Care of Town Flowers Councilman Friedman moved a resolution to advertise for a person to take Care of Town Flowers for the 2009 season, seconded by Councilman Whitney; carried. Tire Cost at Transfer Station The Town Board discussed the cost of what it is costing tax payers to get rid of the tires at the Land Fill. The Town currently pays $.63 for the first 326 tires and $3.00 after that per tire. Councilman Friedman suggested that the Town of Schroon not allow 10 tires each year on the Clean up Card and reduce that figure. Supervisor Moses stated that maybe the Board should consider charging the businesses for tires after the 10 free ones, since that may be where the extra tires are coming from. The Board asked Supervisor Moses to write the businesses in town to resolve any more problems with the tire issues. Paradox Lake Association Request for Funds Councilwoman Phibbs moved to take the Paradox Lake request off the table, seconded by Councilman Whitney; carried. Councilman Friedman stated that he would like more information on what they are spending on Milfoil removal. Councilman Whitney made a motion to have Supervisor Moses contact the Paradox Lake Association to discuss their budget and to get more clarification, seconded by Councilman Friedman; carried. Resolution #92 Airport Hanger Doors Councilman Whitney moved a resolution to use the Airport grant money to install doors on the Hanger at the Airport, seconded by Councilman Friedman; carried. Resolution #93 Clough Harbor Agreement Councilman Friedman moved a resolution to have Clough Harbor go ahead and do the work determining the maximum flow, modifications to the model to convert it into the new version of the model software, summarizing the findings and have a conference call on the findings to reduce the proposed bill by $500.00, seconded by Councilman Whitney; carried. Resolution #94 Energy Audit Program Councilman Friedman moved a resolution to start the Energy Audit Program starting with the Town Hall and do one building at a time to see how it goes. This program is for lower energy bills and will improve energy performance, seconded by Councilman Whitney; carried. Board Comments Supervisor Moses stated that the new Veteran’s exemption will not take effect until 2010. Supervisor Moses informed the Board that once again the Farmers Market has asked permission to use the Town parking lot for their 2009 season. The Town of Schroon has now purchased two generators thru government surplus for $500. and $350., saving the tax payers $30,000. Supervisor Moses thanked Craig Maisonville and Michael Marnell for their efforts in locating the generators and going down to get them. Supervisor Moses stated that there will be a Special Election March 31, 2009 from 6:00 A.M. until 9:00 P.M. at the Town Hall to decide the 20th Congressional District due to the resignation of Kristen Gillibrand. Councilman Whitney stated that he had more information on the Audubon Corporation Certification for the Golf Course and gave the information to Supervisor Moses to look over. Councilman Whitney stated that he was glad to see the Ski Tow used this year and that the Town was able to purchase generators for the ski tow at a reasonable price. Councilman Friedman stated that the Youth Commission had done a survey at the schools and that he had the results back with 139 students responding. Councilman Friedman questioned Supervisor Moses on how the stairs for the beach where coming. Councilman Friedman would also like to see the Town of Schroon go to different stationery so everyone can read notices better and it would be more legible. Public Participation Rosemarie Ritson stated that she would like to see the Town of Schroon update their website so that it is more current with minutes and Public Notices. She suggested hiring someone to set the whole website up so that the public can utilize everything on it. Councilman Whitney moved to adjourn at 6:30 P.M., seconded by Councilwoman Phibbs; carried.
