Regular Town Board Meeting September 4, 2008 at 7:00 P.M. held at the Town Hall in Schroon Lake N.Y.

Present:

Councilpersons:                   Roger Friedman, Mike Marnell, Clara Phibbs and Mark Whitney

Highway Superintendent:  Dana Shaughnessy

            The meeting was called to order at 7:12 P.M. with a Pledge to the Flag.

Space Needs presentation by SD Atelier

            A presentation was given by SD Atelier Architects on the preliminary design for Town Hall space needs.  Susan Davis and Joe Valardo were present to discuss the space needs to the Court Room and Library.  They had an Architect Design made up and went through each area of the building.  Court Room is a big concern to meet security levels.  They will be putting the Tax Assessor and Building Inspector in the new area along with a separate entrance, new bathrooms, bigger Courtroom, Court Clerks office, conference room, storage room for files and Judges Chamber. The Library will have a separate entrance to the back of the building going into a Community Room, the Librarians desk will be in the center of the room so they may see the different areas of the Library.  There will be a children’s play area, children’s book area, young adult area, computer area and an Adult area.  Supervisor Moses stated that there must be funding from grants or an outside source in order for the project to continue so that it is not a burden on taxpayers.   

Public Participation

            Bob Claus thanked the board for putting up the signs at the crosswalks north and south of the village.

            Supervisor Moses thanked the Chamber of Commerce for putting on the Street Dance and Fireworks there was very positive feed back on the event.

            Supervisor Moses stated she would check with Joe Provoncha to see if there is funding for a small program to do on New Year’s Eve. 

            Supervisor Moses thanked the Beach Crew on the great job they did there were very few problems this summer.

Resolution #185 Minutes

            Councilman Whitney moved a resolution to accept the August 11,2008 minutes with the exception to change his statement about the milfoil scouts it should say the Schroon Lake Association and ESLA would be Milfoil Scouts and will report any Milfoil on the Lake, seconded by Councilman Friedman; carried.

Resolution #186 Audit of Claim

            Councilman Friedman moved a resolution to accept the bills to be paid in the following amounts, seconded by Councilman Whitney; carried Councilwoman Phibbs abstained on the H&K bills.

General Fund        $34,894.35                                  Highway Fund       $23,138.57

Pier Project            $116.84         Sewer   $10,631.79     Water              $62,992.53

Resolution #187 Accept Resignation of Karen Smith on Revolving Loan Committee

            Councilman Marnell moved a resolution to accept Karen Smiths resignation   from the Revolving Loan Committee effective September 30, 2008, seconded by Councilman Friedman; carried.  Supervisor Moses will do an ad to advertise for the position of Revolving Loan Committee Member.

Sales Tax Increase proposed by County

            Supervisor Moses stated that Essex County would like to raise the sales tax from 7 3/4% to 8 1/4%.  Supervisor Moses stated that there is a new County Manager, Dan Palmer, who will look at ways to cut the budget so that they will not have to raise the sales tax.  Supervisor Moses stated that besides herself four other Supervisors within the County are against the tax increase. She feels at this time there is no emergency to raise the sales tax.

Resolution # 188 Regular Town Board Meeting Changed

            Councilman Whitney moved a resolution to change the October 13,2008 Regular Town Board meeting to October 15,2008 at 7:00 P.M. because of the Columbus Day holiday, seconded by Councilwoman Phibbs; carried.

  

Emergency Comprehensive Plan Training

            Supervisor Moses stated she will contact Ray Thatcher and Larry Shiell to set up a date for the Emergency Comprehensive Plan training.  Councilman Whitney suggested to do and office training also, for emergencies with phone calls so everyone will know what to do and who to contact at that critical moment.

Bandstand update

            Supervisor Moses stated at this time she will go back to U.W. Marx for another contact to do the sealing on the tile.

Executive Session

            Councilman Marnell moved to go into Executive Session at 8:47 P.M. to discuss Lawsuit injury at Band Stand, seconded by Councilman Whitney; carried.

Councilman Marnell moved to come out of Executive Session at 8:49 P.M. seconded by Councilman Whitney; carried

Councilman Whitney moved to adjourn at 8:50 P.M. seconded by Councilwoman Phibbs; carried.
