Public Hearing for Cold War Veterans Exemptions held February 23, 2009 at 6:00 P.M. at the Town Hall in Schroon Lake N.Y.

The meeting was called to order at 6:01 P.M. with a Pledge to the Flag.

Councilman Friedman made a motion to dispense with the reading of the Public Notice, seconded by Councilwoman Phibbs; carried.

Supervisor Moses turned the meeting over to the Town of Schroon Assessor, Richard Schoenstadt, who informed the board of a new exemption that is available for veterans called the “Cold War Veterans Exemption”. Richard handed out a proposed Cold War Exemption sheet which explained how it would work with a veteran’s assessment.

After some discussion and questions from the Board, Supervisor Moses opened the floor up to the Public, there were no questions from the public. Supervisor Moses declared the Public Hearing closed at 6:13 P.M.

Resolution #78 Cold War Veterans Exemption

TOWN OF SCHROON

RESOLUTION # 78

ON THE COLD WAR VETERANS EXEMPTION

The following resolution was moved and seconded unanimously.

BE IT ENACTED BY THE TOWN BOARD OF THE TOWN OF SCHROON AS FOLLOWS:


 

WHEREAS, After due consideration and in recognition of the service that all

Veterans have given to their country, the Town of Schroon adopts, Local Law #1 of 2009.

WHEREAS, this is a law granting a tax exemption to veterans of the Cold War pursuant to the provisions of Real Property Tax Law 458-b.

NOW THEREFORE BE IT RESOLVED THAT, For Veterans who qualify the exemption shall be 15% of the first $80,000 of assessed value. The total exemption is limited to $12,000 of assessed value. Except that disabled cold war veterans will be eligible for an exemption on up to 50% of the first $80,000 of assessed value. The total exemption in that instance is limited to $40,000 of assessed value.

Resolution #79 Authorizing CWSRF Application for Project Funding

Councilwoman Phibbs moved a resolution to authorize the CWSRF application and agreement for the Sewer Plant modification project financing, seconded

unanimously; carried.

Supervisor Moses stated that she had heard back from CHA on the stones in the water line and their recommendation on the existing model to predict the maximum flow in the downtown area. Councilman Friedman stated that CHA should have that information in their specification sheet and suggested that Supervisor Moses contact them and brings it back to the board.

Executive Session

Councilman Friedman moved to go into executive session at 6:37 P.M. to discuss ordering a container at Transfer Station and personnel issues, seconded by Councilwoman Phibbs; carried. Councilman Friedman moved to come out of executive session at 7:01 P.M., seconded by Councilwoman Phibbs; carried. Councilman Whitney moved to adjourn at 7:18 P.M., seconded by Councilwoman Phibbs; carried.
